The best place I found to get this stuff all in one place is Alther''s Mill. Lots of Condors and Spiders, and the occasional Goretusk. But no one cares about the lack of Goretusks since you can find those guys in abudance near the flight path.

Once inside the mill, I was never attacked and was able to focus on just lockpicking. By standing in location on the screenshot, I was able to pick 4 lockboxes without having to move which was nice. This was especially handy around level 65, which is when the lockboxes went green, because from then on it took multiple boxes to level up.
